KLEINEMONDE RATEPAYERS AND RESIDENTS’ ASSOCIATION NEWSLETTER: September 2022

Rehabilitation: Sand/Dune invasion: Kleinemonde Island parking area

At last, the good news, we have received the following update from the Municipality:

“Based on the Environmental Authorization issued by the Department of Economic Development, Environment and Tourism (DEDEAT) to Ndlambe municipality, the following refers:

Permission has been granted to remove the sand at the Kleinemonde Island car park, adjacent Beach Road, sand around the public ablution facility and rehabilitation of the area.

This will be done in two (2) phases:

Phase 1 will be the removal of sand by earth-moving machine and manual labour off the Island car park, around the ablution facility and the adjacent road (Beach Road) to open up the existing drainage channel. The sand will be deposited and spread out in a depression area to the southwest of the ablution facility. Sweeping of the car park will follow after the bulk material is removed.

Phase 2 will be the putting up of wind nets and re-vegetating affected areas.

It is envisaged that work will start by mid October 2022 and phase 1 and part of phase 2 will be completed before the start of the December 2022 festive season period.

After completion of the two phases, it does not imply that there will be no further sand invasion onto the parking area, therefore, on-going maintenance will have to be undertaken by the Ndlambe municipality to prevent similar problems from occurring in future. Maintenance tasks will include, amongst other, sweeping the areas on regular basis to prevent build-up of sand. “

We are grateful that despite similar sand/dune invasion problems in Port Alfred, Kenton/Bushman’s River, Boknes and Cannon Rocks, only Kleinemonde’s application for environmental authorization to affect rehabilitation was submitted.

The successful implementation and experience gained from the Kleinemonde Island rehabilitation project, would indicate the way forward for all further submissions.

Road maintenance

The local municipal staff, with the help of a team of casuals, have been slowly working their way through the village to fix potholes, and at present are awaiting delivery of more material.

Island North residents decided to speed things up and did some road repairs themselves – thanks to all those involved.

Seeing what is happening in other towns in South Africa, fixing roads by residents of a town would, unfortunately, appear to be the way things are going in South Africa.

The slurry sealing of Beachwood Way, on our bucket list for a number of years, has started and at the time of writing almost completed.

A Kleinemonde Road maintenance requirement was submitted in June 2021, listing the roads needing attention. With the limited funds available for road maintenance, it is realised that all our requirements will not be met, therefore, instead to focus on the following:

  • The long outstanding storm water drainage and slurry sealing River View Crescent
  • Rebuild Mid Close (Island)
  • Additional speed bumps: Dias Road and Fletcher Road
  • Beach Road (Sandpipers section)

Return to sender: address unknown!!

A request from Multi Security to residents to mark their property clearly with their street number. This will greatly assist when responding to a security call-out, as well as in a medical emergency to direct the ambulance, when required, and/or the on-duty carer to the correct residence.

Apart from the above, on several occasions we’ve been approached to assist a company doing deliveries with only a name and street name, but no street number to go by.

To check your address, go to our website www.kleinemonderatepayers.co.za, click on the Ratepayers tab, click on Notices where you will find the address list.

This address information was obtained from the 2019 valuations, please note that since 2019 ownership of a property might have changed, but this does not affect the address detail.
