As usual there was a big turnout by Kleinemonders to the annual Mayoral Imbizo where the mayor would, according to the invitation, be interacting with communities on Budget for 2022/2023 financial year.
Disappointingly the Mayor never appeared at the Imbizo – no reason or excuse given. Present were representatives from all the municipal directorates. Director Vithi, Infrastructure Development, took it upon herself to chair the meeting.
The following were some of the issues raised:
- Proper toilets at the East River picnic area.
- Road maintenance. No slurry done for years. Some roads have deteriorated to such an extent that slurry sealing will not suffice, and a re-build is required.
- What portion of the maintenance budget is spent in Kleinemonde.
- The drought water tariff.
- Public open space maintenance: Shocking condition of equipment – all the weed eaters broken, only one dilapidated lawnmower functional.
- Property rate tariff increase and the impact on pensioners.
The 2022/2023 Budget
- 6 % Increase in property rates
- 6 % Increase on sewerage and sanitation
- 3 % Increase on all other annual and monthly charges
- Water tariff increases:

In the draft budget the drought consumption tariff increases in the over 7 Kl consumption brackets, were over 100%. At the Mayoral Imbizo an objection was raised to this high increase for draught consumption, resulting in it being re-calculated and adjusted to the increases shown above.
Rates rebate
Retired and disabled owners qualify for a special rebate according to monthly household income. To qualify the property owner must occupy the property as normal residence and have a rateable value of less than R1,5 m.
Rebate, depending on income:
- Income up to R4 500 per month Rebate: 45%
- Income between R4 501 and R6 000 Rebate: 35 %
- Income between R6 001 and R7 400 Rebate: 25 %
Property owners need to apply on a prescribed application form available from the municipality.
Dune invasion: Ablution block and Parking area: Island
The application for the rehabilitation of the above was submitted in November 2021 to Environmental Affairs (DEDEAT) for approval by the municipality’s environmental control officer. At the time of this newsletter final approval from DEDEAT is still being awaited before work can commence as well as information on the source of funding to conduct the work.
Water
The low-pressure problem facing owners at the top of Island North has now been addressed after the modification of one of the high lift pumps at the water treatment plant, to function as a pressure pump. As soon as the pressure drops to 4 bar, the pressure pump will kick in automatically to restore the pressure to 4,5 bar.
Due to lack of municipal funds – being the end of the financial year – and to move progress on this issue, we (the KRR Association) agreed to fund the cost (approx. R30 000).
